Officials from Kyiv, Germany, France, Britain, the European Commission and NATO took part in the meetings. U.S. envoy Steve Witkoff described the discussions as constructive, while the parties examined ways to reduce tensions and halt the conflict.

Issues discussed included the security of energy supplies, grain exports and security guarantees. Ukraine’s reconstruction and its accession to the European Union were also in focus. However, no concrete agreement emerged from the meeting.

U.S. Secretary of State Marco Rubio warned that stalled negotiations could cause the conflict to escalate, including the possibility of it spreading to neighboring NATO countries. According to him, the war cannot be resolved through military means.

The discussions in Miami took place at the same time as Donald Trump announced an energy agreement with Vladimir Putin. The U.S. president said Russia would immediately send more than 300,000 tons of oil to the markets, as well as another 500,000 tons in November. The U.S. Treasury announced that it had issued a temporary license for these supplies.

The territorial issue remains the main obstacle on the path to peace. Moscow is seeking control of the entire Donbas, including areas currently held by Ukraine, while President Volodymyr Zelensky refuses to surrender them.

Washington aims to hold broader talks with Russia and Ukraine during this month, but no official date has been set so far.
