An oil terminal in Rostov was engulfed by a major fire overnight between October 9 and 10, following a reported attack by Ukrainian drones. According to media reports, the facility is used to load and export oil products. There is still no clear information about the extent of the damage, while the Ukrainian military had not confirmed responsibility.

Ukrainian President Volodymyr Zelensky criticized the agreement, describing it as a gift to Putin. He said that allowing Russian oil exports would provide Moscow with funding to continue the war. Kyiv is calling for any easing of restrictions to be accompanied by a mutual halt to attacks on energy infrastructure.

Following the announcement, the most visible impact on the market was recorded in motor fuel, whose U.S. contracts fell by almost 5%. At the same time, crude oil closed slightly higher on Friday, with Brent at $104.72 per barrel and U.S. oil at $91.85.

Prices continued to be supported by the disruption of part of the production in the Gulf of Mexico, caused by Hurricane Isaias. Trump announced the immediate shipment of more than 300,000 tons of oil, 500,000 tons in November and another 1 million tons afterward. Meanwhile, Washington has temporarily allowed trading until April 7, 2027.

Moscow confirmed its readiness to make the deliveries, but did not disclose the quantities and deadlines mentioned by Trump.
