The Tax Administration of Kosovo and Kosovo Customs are expected to soon begin implementing a Joint Action Plan aimed at combating the informal economy.

The initiative provides for closer cooperation between the institutions and coordinated on-site inspections. The focus will be on sectors presenting shared risks and interests, enabling economic activity to be tracked from the import and circulation of goods through to their sale and consumption in the domestic market.
The results of cooperation during 2025 include 19 joint on-site inspections. These inspections identified €1.6 million in unpaid tax and customs liabilities.
The new plan was drafted in light of these results and the challenges identified, with the aim of further improving the effectiveness of inspections and strengthening measures to prevent and combat the informal economy.
Through its implementation, inspections are expected to be better targeted at high-risk cases, while the exchange of information between TAK and Kosovo Customs will be intensified. Greater coordination is intended to enable swift intervention where irregularities are identified, protect public revenues from losses, and ensure that rules are applied equally to all economic operators.
