Special Prosecution explains the termination of investigations into ministers and officials: Decisions were based on evidence and the law

The Kosovo Special Prosecution has responded to media reports that investigations into three ministers in Albin Kurti’s government were closed following the dismissal of Chief Prosecutor Blerim Isufaj.

The institution denied that the decisions had been influenced by changes in its leadership, stressing that they were made on the basis of evidence and legal provisions.

In its published clarification, the Prosecution said that from October 2, 2026, when its leadership changed, until the day of the response, 10 indictments had been filed against 31 people. During the same period, investigations were terminated in nine cases involving 14 people, while nine criminal complaints against 21 people were dismissed.

Regarding the cases mentioned in the media, the Prosecution clarified that the decision to terminate the investigation into former minister Liburn Aliu was made on September 11, 2026, before the changes in the institution’s leadership.

As for Faton Peci and Fitore Pacolli, whose investigations had begun on July 4, 2025, they were terminated by a decision dated October 26, 2026. According to the Prosecution, the decision was made by the same special prosecutor who had initiated the investigation.

The Prosecution emphasized that in every case, the evidence and specific circumstances had been analyzed in accordance with the requirements and criteria established by law.

The institution also clarified that during this period, investigations had been closed against the former mayor of the Municipality of Vushtrri, Xhafer Tahiri, in two separate cases, as well as against other senior officials.

A criminal complaint against the current mayor of the Municipality of Prizren, Shaqir Totaj, was also rejected.

According to the Special Prosecution, the decisions are based on the law, the evidence collected and the professional assessment of prosecutors, regardless of the political affiliation of the people involved in the cases.

In its response, the Prosecution guaranteed the independence of prosecutors in carrying out their duties, stating that they enjoy full professional and institutional freedom to investigate and make decisions without pressure, influence or interference.

“The position of the Special Prosecution is clear: no case has a predetermined outcome, and no prosecutor is told how to decide,” the institution said in its clarification.
