Haxhi Shala, a former commander of the Kosovo Liberation Army (KLA) known by the nickname “Commander Topi,” has not been granted permission by the Special Court to travel to Albania with his family.
In a press release, the Specialist Chambers said that such a move is fundamentally at odds with the sentence imposed on him and that the conditions of his release cannot be suspended except in cases where there are strong legal or humanitarian grounds.

“On June 23, President Trendafilova rejected Haxhi Shala’s request to travel to Albania for a short holiday while serving his sentence under the conditions set for his release in Kosovo.
The President found, among other things, that this trip is fundamentally incompatible with the sentence imposed and that conditional release cannot be modified unless there are compelling legal or humanitarian reasons. At the same time, the President approved his request to renew his ID card and travel documents.
As stated above, H. Shala was released on conditions on February 2, 2026, and his sentence ends on December 11, 2026,” the statement said.
