Communications between former SHISH director Vlora Hyseni and businessman Ergys Agasi, who was on the run, led to her position being compromised in the eyes of the law. The conversations, conducted through the Signal app, span the period from December 2025 to 26 August 2026, when Agasi was arrested.

In these messages, Hyseni uses vengeful language toward SPAK and appears ready to protect Agasi from the people who, according to her, were harming him. She appears to place herself on the same side as the businessman, treating the situation as a shared battle.
“All these people who have done what they have done to us, I want them to pay,” Vlora Hyseni writes in one of the exchanges.
The means she could have used to hold these people accountable was linked to the information in SHISH’s possession. However, the law prohibits the service from using such data without authorization from other law-enforcement bodies.
It is not known how Agasi responded to these messages, but Hyseni continues to reassure and encourage him. She asks him not to lose control and assures him that they must face the situation they are in together.
“We simply need to focus on your problem,” she writes, referring to Agasi’s situation, as he was wanted by police and living in hiding. The content of the conversations gives the impression that he may have received protection from people within the structures that were supposed to arrest him.
Although she tries to keep her interlocutor calm, Hyseni appears aware that their end may be near. “All of us. We will end badly, darling,” she writes, suggesting that she, Agasi and another person were facing a highly influential group of opponents.
According to the messages, this group may have caused them serious harm, despite the power and resilience they had displayed. At the same time, the communications also raise questions about the influence Hyseni may have had over Prime Minister Edi Rama, to whom she is legally accountable.
In one of the conversations, Hyseni tells Agasi that she is leaving to meet the prime minister and will stay for only one hour. “What they have done to us, oh God. They are waiting for me to go to the PM. No, darling, I’ll stay with him for only an hour, no longer,” she writes.
This exchange took place on 24 August 2026, just two days before Agasi’s arrest. So far, it remains unclear whether the meeting with Rama focused on the businessman’s case or whether Hyseni was attempting to intervene to save him.
Another message, dated 19 August 2026, concerns a meeting Hyseni says she will have with the Director General of Police, Skënder Hitaj. “Skënder called me to meet on Monday… let’s hope the PM has instructed him…,” she writes, implying that the prime minister may have asked the police chief to deal with the matter.
It is not known whether the alleged conversation with Rama concerned avoiding Agasi’s arrest or postponing it, at a time when information about his whereabouts in Albania appeared to be clear. For the arrest to take place, someone had to expose him.
On 24 August 2026, Hyseni writes to Agasi that she has planned a meeting with the prime minister for the following day. “Tomorrow I have to meet the PM at 8:30,” the message says. However, the continuation of the communications suggests that the meeting may not have taken place, or that Hyseni may have been playing a double game by keeping Agasi’s hopes alive.
She tells him that an urgent meeting with the Saudis has come up: “An urgent meeting came up… with the Saudis… I’ll return to Kosovo tomorrow.” Meanwhile, the conversations continue to focus on the people they consider responsible for betraying or harming them.
“They have done so many things to us… this is a situation we will overcome… The problem is time… How much consistency do we have…,” Hyseni writes. Time, however, was working against both of them, especially Agasi, who had spent a long period on the run waiting to escape.
In these communications, Hyseni also mentions politically sensitive information that does not fall within SHISH’s duties. She implies that the service may have also been gathering information on the government or the Socialist Party, and that some of this information was being passed on to Agasi.
“Taulant Balla, speaker of parliament… That’s what the information says… Bela with Tao, my friend,” she writes, referring to Taulant Balla and Belinda Balluku as members of a group.
One of the main questions is whether Ergys Agasi deliberately exposed his relationship with Vlora Hyseni after realizing that he had no way out. It cannot be ruled out that, after months without receiving guarantees that he would be saved, he attempted to strike at Prime Minister Edi Rama through Hyseni.
This suspicion is also linked to the fact that, one month before his arrest, Agasi deliberately left SHISH materials in his car. After his arrest, he admitted that he had placed them there intentionally so that SPAK investigators would find them.
