Former Democratic Party of Kosovo lawmaker Xhavit Haliti has expressed the opinion that his political formation should not close the door to a possible agreement with the Vetëvendosje Movement, if it serves the national interest and overcomes the institutional blockade.

Haliti emphasizes that political forces should be ready for talks and mutual concessions, without excluding any alternative that guarantees stability and the activation of state mechanisms.
On the other hand, a completely different tone came from PDK leader Bedri Hamza. After meeting with acting Prime Minister Albin Kurti, Hamza made it clear that his party will remain in opposition, signaling that for the moment it has no intention of being part of a joint executive with Vetëvendosje.
Hamza’s words were seen as a reconfirmation of PDK’s political course after the elections, while Haliti’s remarks have opened a debate on a more pragmatic approach, if political dynamics would dictate an agreement between the two largest parties in the country. These clashing positions within PDK emerge at a time when Kosovo’s political landscape is still facing difficulties in establishing and fully functioning institutions.
Krasniqi: Mr. Haliti’s stance proves that within PDK there is no completely unified line on cooperation with the Vetëvendosje Movement
Professor Kolë Krasniqi, in a statement to “Bota sot”, assessed that Xhavit Haliti’s statement encourages a strategic discussion within PDK’s ranks on the possibility of an alliance with LVV.
According to him, Haliti did not simply seek a transitional agreement, but a debate on a joint governing program. Krasniqi points out that this shows that within PDK there is no fully unified stance on cooperation with LVV.
“Xhavit Haliti’s statement can be seen as an attempt to open a strategic debate within PDK, but not as a change in the party’s official stance. Haliti did not only propose a temporary agreement for the election of the president, but asked that the possibility of co-governing with LVV be discussed in PDK bodies and, if agreed, a joint governing program for a four-year mandate be built.
Mr. Haliti’s stance demonstrates that within PDK there is not necessarily a completely homogeneous line on cooperation with the Vetëvendosje Movement. Haliti treats LVV as a political opponent, but not as an entity with which an agreement should be ruled out in advance.
Also, Mr. Haliti’s statement is a signal to LVV that if it seeks PDK’s support, it cannot only ask for its votes to elect the president, but must offer a comprehensive political agreement, based on a joint program, defined responsibilities, and a clear separation of powers.
However, such a statement, as long as it is not coordinated with the party leadership, can create the impression of strategic ambiguity or weakening of the authority of the PDK chairman.
Bedri Hamza, after meeting Albin Kurti on July 10, stated that PDK will remain in opposition during this mandate. However, he stressed that PDK has no absolute red lines and will support international agreements and issues in Kosovo’s interest in the Assembly,” he told the newspaper.
He further added that there is a difference between Bedri Hamza’s stance and Xhavit Haliti’s statement, as the former presents the current position of PDK, while the latter an alternative for discussion.
According to Krasniqi, PDK can review its position only if new circumstances or a concrete offer from LVV emerge. He stressed that any agreement must be based on the country’s interest and include issues such as institutions, rule of law, and economic development.
“Therefore, there is an important difference between these two stances. On one hand, Hamza has presented the current and official position of PDK, after concrete talks with Kurti. Meanwhile, Haliti has presented a political alternative which, according to him, should be examined and voted on in the party’s bodies.
These stances are not completely incompatible, because Hamza had previously stated that PDK was open to a comprehensive agreement. However, after meeting Kurti, he concluded that conditions have not been created for such an agreement with LVV.
PDK has the right and opportunity to review its position, but this review should not automatically imply entering a coalition. A change in stance would be politically reasonable only if new circumstances or a concrete and serious offer from LVV emerge.
A compromise agreement in the interest of the country must include the constitution of the Assembly, the election of the Government and the President, as well as concrete commitments to the rule of law, economic development, and coordination of strategic activities with Western allies.”

Professor Nijazi Halili also commented to “Bota sot” on Xhavit Haliti’s statement about the possibility of a political agreement between PDK and the Vetëvendosje Movement.
Halili said that such cooperation should be examined on the basis of the country’s interest and not past divisions. According to him, an eventual agreement would make sense only if built on a clear program, concrete responsibilities, and common goals.
“Xhavit Haliti’s statement that PDK should not exclude the possibility of a political agreement with the Vetëvendosje Movement opens an important debate about the future of the political scene in Kosovo.
PDK must analyze every possibility based on the country’s interest and not only on past divisions. An eventual cooperation would make sense only if based on a clear program, concrete responsibilities, and common goals for institutional stability,” he said.
“However, Bedri Hamza’s statement that PDK will remain in opposition shows that the party’s current stance is clear. Therefore, any reconsideration of this position would require an internal political assessment and an agreement that is in the interest of citizens.
In politics there must be room for dialogue, but any agreement must be built on principles and not only on momentary calculations,” he said to “Bota sot”.
