Avdullah Hoti, a lawmaker from the Democratic League of Kosovo, has called on the Assembly to convene immediately in an emergency session to review the first-instance decision of the Specialist Chambers in The Hague concerning former leaders of the Kosovo Liberation Army.

In a statement circulated on Monday, Hoti pointed out that, although citizens have taken to the streets of Pristina to express their dissatisfaction with the verdict, the legislature has still taken no steps to articulate an official institutional position.
He stressed the importance of respecting the independence of the judiciary, but added that parliament and the executive must have a clear position on a decision that is still at first instance and is therefore subject to review.
In his proposal, Hoti suggested adopting a new resolution that would set out the Kosovo state’s engagement during the appeal phase of the judicial process.
According to him, it is essential that the institutions publicly defend the position that the armed resistance of the KLA and the people of Kosovo for self-defense and liberation cannot be brought before criminal justice.
Hoti also called on the Government to launch a full diplomatic offensive with the international partners that contributed to the establishment of the Specialist Chambers, with the aim of ensuring a complete and proper process at the second level of the trial.
Commenting on the demonstrations in the capital, the lawmaker noted that the voice of the people is being heard through the ongoing protests, and that it is now up to the institutions to fulfill their constitutional and legal duty to respond.
Concluding his appeal, Hoti insisted that the Assembly be convened without delay and compel the Government to take action, so that the state’s voice is unified and resolute in preserving the honor of the liberation war and national interests, without undermining the independence of the justice system.
