Ukrainian President Volodymyr Zelensky announced that Ukraine had used the “Pelican” (FP-7) ballistic missile for the first time during a wide-ranging overnight attack in the Moscow region.

According to Zelensky’s statement, Ukrainian forces targeted a “major facility of the Russian oil industry,” as well as a logistics facility in the same region.
The operation was carried out by Ukrainian defense and intelligence units, targeting key infrastructure in Russia’s oil industry and links in the logistics chain.
Ten different categories of weapons were used during the operation. According to the Ukrainian president, most of them were designed and manufactured in Ukraine. Among them was the “Pelican” (FP-7), which was deployed for the first time in an operation of this kind.
One of the targets hit was the Gazprom Neft oil refinery, located in the Kapotnya area of Moscow.
Ukrainian authorities claim that the refinery supplies around 40% of the fuel needs of Moscow and the surrounding areas.
In addition to damage to the targeted facilities, the attack also affected a residential building. Russian authorities reported fatalities and injuries, while the regional governor said that two people had been killed and 20 others injured.
