Alliance MP Albana Bytyqi raised concerns about ensuring an adequate electricity supply during winter, when demand rises significantly. Economy Minister Artane Rizvanolli said preparations were being coordinated, taking developments in domestic and international markets into account.
During today’s parliamentary session, Bytyqi asked the minister how prepared Kosovo was for the cold season and whether domestic production and imports covered its energy needs. She also asked who had supplied the electricity volumes, if they had been secured.

Rizvanolli explained that securing and contracting electricity for consumers is the responsibility of licensed suppliers. KESCO performs this role for universal service customers, who account for most households and businesses in Kosovo.
The minister said institutions were coordinating preparations for winter, taking conditions in local and international markets into account. She said rising global demand for electricity and the consequences of the war in Iran had put pressure on energy systems and increased supply costs.
Rizvanolli noted that price increases were more pronounced in energy markets. In September 2026, the average electricity price on the Hungarian HUPX day-ahead market was around 75% higher than in September 2025. On ALPEX, the increase for the Kosovo bidding zone over the same period was around 50%.
