Radoičić at SNS rally alongside Vučić’s son as experts demand accountability for Banjska

Milan Radoičić appeared on October 9 at a rally of the Serbian Progressive Party (SNS) held in Kragujevac. Footage broadcast by Belgrade-based television station N1 shows him standing alongside Danilo Vučić, the son of Serbian President Aleksandar Vučić, outside the hall where the election rally was being held.

Kosovo has issued five arrest warrants for Radoičić in recent years. He is also under sanctions imposed by the United States and the United Kingdom over his links to international organized crime.

The Government of Kosovo described his presence at the SNS event as “another clear piece of evidence” that the attack in Banjska, Zvečan, was planned, financed and organized by the state of Serbia.

Dashevci: Radoičić and his group’s freedom of movement pose a risk

Security expert Arben Dashevci told “Bota sot” that Radoičić’s public appearance alongside the Serbian president’s son demonstrates, in his view, his involvement and protection by Serbia.

Dashevci pointed out that Radoičić is wanted by Kosovo’s authorities and international institutions, including Interpol, along with 11 other people, and has also been sanctioned by the U.S. State Department. According to the expert, his appearance at the SNS rally in Kragujevac, alongside Danilo Vučić, demonstrates Serbia’s direct involvement in the attack in Banjska.

He said Radoičić appears to be under the protection of the Serbian state, even though the international community is seeking his extradition. Dashevci described this as a political and security message that threatens regional stability, as his presence at the rally could be seen as a sign of political support or protection from Aleksandar Vučić.

The expert added that Radoičić and his group have repeatedly protected the Serbian establishment, which he described as contaminated and destructive, including during demonstrations against Vučić in different parts of Serbia. According to him, this is not the first time Radoičić has appeared publicly in the country.

Dashevci also warned that Serbia’s continued rhetoric toward Kosovo could undermine the region’s security. He referred to a statement by Dačić that the Serbian flag would fly in Prizren.

Since Radoičić has taken responsibility for organizing the armed group that took part in the attack in Banjska, Dashevci said Kosovo should raise the issue with its international partners and demand concrete accountability from Serbia. He added that his and his group’s freedom of movement poses a risk both to Kosovo and to the region.

Rexhepi: The appearance requires credible explanations

Former investigator Agim Rexhepi told “Bota sot” that Radoičić’s public appearance at the SNS rally, alongside Danilo Vučić, cannot be viewed as an event without political or security significance. According to him, it raises serious questions about how Serbia is handling the Banjska case and about the readiness of its institutions to ensure justice.

Rexhepi recalled that Radoičić has taken responsibility for organizing the armed group that took part in the September 24, 2023, attack in Banjska, in which Kosovo police officer Afrim Bunjaku was killed. For this reason, he said, Radoičić’s appearances in circumstances linked to Serbia’s political structures carry particular significance and require the attention of Kosovo’s institutions and international partners.

According to the former investigator, the main question is how a person wanted in connection with the events in Banjska can publicly attend an activity of the ruling party while criminal responsibility for the matter has still not been addressed fully and effectively.

Rexhepi stressed that the fact that Radoičić appeared alongside the Serbian president’s son does not, by itself, prove that Aleksandar Vučić gave orders for or organized the attack. Nevertheless, he assessed that the appearance raises serious political and institutional suspicions and requires credible explanations. Serbian authorities, he said, must provide answers on accountability rather than rely on political silence.

The former investigator said the events in Banjska cannot be covered up with propaganda, silence or the normalization of individuals linked to the organization of the attack. The killing of Afrim Bunjaku requires justice, while any claims of the involvement of Serbian state structures must be investigated on the basis of evidence and treated seriously by international mechanisms.

Rexhepi added that Serbia’s claim to be committed to peace, stability and dialogue must be backed by concrete action. According to him, diplomatic statements are not enough when an issue with serious consequences remains without full accountability. Serbia must cooperate with judicial authorities and enable suspects to face due legal process, through international cooperation or court proceedings that guarantee accountability.

He called on Kosovo’s institutions to document the development and convey it to their strategic partners, including the United States of America, the European Union and relevant international mechanisms. The requests, he said, should include a full investigation, legal cooperation, individual responsibility and clarification of any possible institutional links that may be established by the facts.

Rexhepi said Serbia must explain why the person who has admitted responsibility for organizing the armed group in Banjska continues to appear publicly while the issue of criminal responsibility has not been fully resolved. He described this demand not as political revenge, but as a call for the rule of law and justice.

According to him, regional security cannot be based on double standards, with one side held responsible and the other tolerated. For long-term stability in Kosovo and the Western Balkans, the international community must insist that every act of violence be investigated and that those responsible face justice.

Rexhepi concluded that Radoičić’s appearance at the SNS rally alongside Danilo Vučić is not sufficient evidence to conclude that the Serbian president ordered or directed the attack in Banjska. Nevertheless, he said, the development has political significance and raises legitimate questions about political tolerance, accountability and the credibility of Serbia’s commitments to justice.

He said Kosovo should demand answers rather than settle for statements, seeking justice for Afrim Bunjaku, accountability for the attack in Banjska and concrete guarantees that such events will not happen again.

Rexhepi assessed that Radoičić’s participation in a rally of the ruling party could be interpreted as a sign of tolerance or political proximity, but that the footage alone does not prove that Aleksandar Vučić personally organized or protected him. He added that the lack of an effective accountability process could weaken confidence in commitments to prevent violence and increase concerns about regional stability. Earlier reports, he noted, have emphasized that Radoičić remains outside the jurisdiction of Kosovo’s authorities.

As a further step, Rexhepi called on Kosovo to present evidence and documentation to its international partners, seek legal cooperation and insist on concrete accountability, without presenting political suspicions as facts established in court.
