The Central Government of Kosovo carried out only 225.5 million euros in capital investments during the first nine months of 2026, out of the 750.9 million euros budgeted for this category. That amounts to 30% of the planned total.
The GAP Institute notes that capital investments include projects in sectors such as road, school and hospital construction, as well as infrastructure, all of which affect economic development.

According to GAP, the data published in the infographic reflect only spending by the Central Government. The institute argues that including capital investments at the local level would not accurately portray the situation, since a substantial share of the capital investment budget is being used to settle court-ordered obligations, including those related to the collective agreement.
Capital investments financed through grants earmarked by donors are also excluded from this overview.
Meanwhile, Prime Minister Albin Kurti said yesterday that around 1 billion euros would be allocated exclusively for capital investments in the 2027 budget. The draft budget for 2027 has not yet been submitted to the Kosovo Assembly, although the legal deadline was October 31. Kurti announced that the proposed budget for next year would be presented on Monday.
Kosovo’s budget for 2026 was around 4 billion euros.
