Draft law aims to make temporary public-sector jobs permanent: who is covered and which institutions are excluded

By December 31, 2027, some workers temporarily engaged in the public sector could gain permanent employee status.

The measure is set out in a draft law submitted by a group of lawmakers, which is being considered under an expedited procedure.

The transition to permanent employment would take place in two stages: up to 50 percent of those engaged could be hired immediately, with the remainder by the end of 2027. Institutions would have 90 days to prepare the relevant contracts and decisions.

The proposal covers people engaged under service contracts, copyright contracts, fixed-term contracts, or through temporary employment agencies. There is no minimum required duration for their prior engagement.

However, the transition to permanent employment would not happen automatically. Applicants must meet the requirements for the position, and the process also requires approval from the Ministry of Finance. The ministry may reject an application if the budget does not have sufficient funds.

Primary and secondary schools, universities, scientific institutions, the Ministry of Internal Affairs, the National Security Agency, the Intelligence Agency, and several other institutions are excluded from the law’s scope.

After January 1, 2028, the number of workers that institutions may engage temporarily will be capped at 10 percent of their total workforce.

The proposal does not specify how many people could benefit or the overall cost of the process. According to its sponsors, some of the costs are already covered by contracts currently in force.

The law has been submitted for approval under an expedited procedure and, according to the proposal, would enter into force on the day it is published in the Official Gazette.
