Voices calling for a halt to AI’s momentum have grown significantly stronger in the United States. Dario Amodei, head of Anthropic, has called for a global initiative to oversee the development of this field and has underscored the importance of democratic countries maintaining technological leadership in the face of autocratic regimes. He has also expressed support for continuing US restrictions on the export of advanced processors and equipment to China.
According to analysts, the Chinese leadership is convinced that any slowdown would hamper its development and give US corporations the necessary space to consolidate their advantage. “Artificial intelligence constitutes a fundamental sovereignty capability,” experts explain, highlighting the weight Beijing attaches to this technology.
Despite opposing a general slowdown, Chinese authorities are not turning a blind eye to AI risks. The capital has made public the third version of its framework for artificial intelligence safety. This document addresses issues related to autonomous agents, cybersecurity, and the potential for models to self-improve. Researcher Gabriel Wagner notes that, in some respects, China’s approach has more in common with the warnings from US industry leaders than it might seem on the surface. The main difference lies in the speed of advancement.
China has had an algorithm registration system in place since 2022. However, the evolution of newer technologies is also shifting regulators’ attention. According to Concordia AI, the focus is shifting from controlling AI-generated content to overseeing the actions autonomous systems might take.
Beijing has also adopted new standards to curb the creation of emotional dependence among users on companion chatbots. This shows that China’s strategy is not simply “development at any cost,” but rapid advancement within clear limits set by the state.
The core reason lies in economic and technological rivalry with the US. The most advanced American models are still assessed to have some advantage over their Chinese counterparts, but China has significantly narrowed the gap and does not intend to lose this momentum. To this end, artificial intelligence has also been included among the strategic objectives of the country’s latest five-year plan.
Local administrations are offering funds and reduced-rent spaces for companies in the sector, while factories are being encouraged to increasingly integrate AI-based solutions.
Unlike the anxiety emerging in some American circles about a scenario where AI gets out of control, in China the everyday concern is more concrete. Entrepreneurs are particularly interested in whether the technology is reliable and can be safely applied in industrial sectors.
In manufacturing, for example, concerns relate more to the actual performance of systems than to apocalyptic scenarios of losing control. At the same time, AI use is also penetrating public services. A digital health platform, equipped with chatbots trained on clinical data, has reportedly amassed around 150 million users, according to the document.
Both countries, China and the US, are facing the same dilemma: how to advance with artificial intelligence without losing control over the risks it carries?
Their solutions, however, are different. In the US, alarm signals about existential threats are accompanied by calls for control measures and international cooperation.
In China, security is being addressed through new state regulations, while the vigorous development of technology continues to receive strong support. Beijing seems to be aiming for a balance between two goals: managing AI risks without slowing the technological race with the United States.
This issue is expected to take center stage in talks between US President Donald Trump and his Chinese counterpart Xi Jinping, who are expected to meet in Washington next week.
