The Special Prosecutor’s Office Against Corruption and Organized Crime (SPAK) has issued an official statement concerning the operation carried out this morning as part of the ongoing investigation into the AKSHI case.

At SPAK’s request, the Special Court ordered house arrest and suspension from duty for the director of the State Intelligence Service (SHISH), Vlora Hyseni, who is under investigation for two criminal offenses: disclosure of an investigative secret and aiding the perpetrator of a crime.
SPAK said that an arrest-in-prison order had been issued for Fatjon Kalluci, who serves as “Sector Head” at the Institute of Forensic Police, as well as for Embro Sulejmani, an employee of the company “Agroturizëm Kodra e Kuajve.”
The measures against both individuals have been enforced.
SPAK also confirmed the searches carried out at the home of former State Police chief Ilir Proda.
Searches were also carried out at the villa complex located at the intersection of “Durrësi në Shekuj” Street and “Bajram Tusha” Street, in the Shkozet area of Durrës.
SPAK statement:
The Special Prosecutor’s Office Against Corruption and Organized Crime is conducting an investigation as part of criminal proceeding no. 20/1 of 2025.
Following a request by the Special Prosecutor’s Office, the First Instance Special Court for Corruption and Organized Crime, in decision no. 67 dated September 21, 2026, ordered the following security measures:
“House arrest” and “Suspension from the exercise of a public duty or service,” provided for under Articles 237 and 242 of the Code of Criminal Procedure, against citizen V. H., director of the State Intelligence Service (SHISH), as a person under investigation for the criminal offenses provided for under Articles 320/2 and 295/a/1 of the Criminal Code.
“Arrest in prison,” provided for under Article 238 of the Code of Criminal Procedure, against citizen F. K., who serves as “Sector Head” at the Institute of Forensic Police, as a person under investigation for the criminal offense provided for under Article 295/a/1 of the Criminal Code.
“Arrest in prison,” provided for under Article 238 of the Code of Criminal Procedure, against citizen E. S., an employee of the company “Agroturizëm Kodra e Kuajve,” as a person under investigation for the criminal offense provided for under Article 302/2 of the Criminal Code.
These decisions were sent to the State Police, which enforced two of them.
By decision no. 618 dated September 20, 2026, the First Instance Special Court for Corruption and Organized Crime authorized a search of the home and a personal search of citizen I. P., a former senior official of the State Police.
By decision no. 619 dated September 21, 2026, the First Instance Special Court for Corruption and Organized Crime authorized a search of the villa complex located at the intersection of “Durrësi në Shekuj” Street and “Bajram Tusha” Street, in the Shkozet area of Durrës.
The Special Prosecutor’s Office thanked the State Police for its support in enforcing these decisions.
