The Kosovo Assembly concluded its plenary session on Thursday, during which the majority approved two important decisions without the participation of the opposition parties.

One of the decisions was the approval of the draft law amending and supplementing the Law on the Prevention of Money Laundering and Combating the Financing of Terrorism. The initiative passed with 61 votes in favor, with no votes against and no abstentions. The Budget Committee, acting as the reporting committee, had proposed 12 amendments.

Only deputies from the Vetëvendosje Movement took part in the vote. Representatives of the PDK, LDK, Alliance and Serb List were not present.

After the vote was completed, Assembly Speaker Albulena Haxhiu declared the session closed.

The CBK Board gains two members

During the same day, the Assembly appointed Bashkim Nurboja and Nora Latifi-Jashari as non-executive members of the Board of the Central Bank of Kosovo. Their election was conducted through a secret ballot and was supported mainly by majority-party deputies.

PDK deputies left the chamber when consideration of this item began, without explaining the reasons for their decision. Before the vote, they were joined by deputies from the LDK and the Alliance.

Kurti announces the return of the Civil Code

Responding to questions from deputies, Prime Minister Albin Kurti said that the Civil Code would be brought before the Assembly for review again. He announced that the working group of the Ministry of Justice is expected to meet at the beginning of next week.

PDK deputy Eman Rrahmani voiced his opposition to provisions related to assisted fertilization and changing gender on civil-status documents. Kurti said Kosovo needed civil-law reform and advised Rrahmani to read the entire document, which, according to him, contains around 1,630 articles, rather than focusing on only two of them.

Four former KLA leaders to receive financial support in the 2027 budget

Kurti also declared that financial support for the four former KLA leaders standing trial in The Hague would be included in the 2027 budget.

According to him, the state strategy for legal and institutional assistance during the appeal proceedings must first be prepared. To draft it, the government has established a working group led by First Deputy Prime Minister Glauk Konjufca.

Other requests and statements from deputies

Time Kadrijaj, a deputy from the Alliance, called for the Law on the Protection of the Values of the Liberation War to be processed in the Assembly before the planned date of August 30, 2027. Minister Andin Hoti described the law as important but did not set a new deadline.

PDK deputy Ganimete Musliu called on the Police Inspectorate to conduct a full investigation into police intervention during the October 5 protest, including the chain of command. She said that if the investigation produced no results, she would seek the establishment of a parliamentary investigative committee.

Meanwhile, Ramush Haradinaj declared that Kosovo’s security rests on the KLA and its alliance with the United States of America and NATO.
