The Minister of Public Administration, Goran Minchev, stated that the reform of state administration is not a formal goal, but a commitment that requires continuous dedication, strategic orientation, and measurable achievements.

During a promotional activity for the advancement of employment in the public sector, organized by the Ministry of Public Administration and the OSCE Mission in Skopje, he emphasized that the institution he leads has taken on the role of the engine of change in administration.
Minchev assessed that the success of reforms depends on close cooperation, knowledge sharing, and joint engagement between institutions and partners.
He referred to the recent period, during which several fundamental laws were drafted and adopted that create the basis for a more professional administration. These are the Law on Administrative Civil Servants, the Law on Employees in the Public Sector, and the Law on Professional Development and Training of Administrative Civil Servants.
According to him, these legal acts set new standards for human resources management in the public sector and affirm fundamental principles such as the merit system, transparency, accountability, and continuous professional development.
The innovations of the new employment system based on merit, integrity, and real competencies were brought to the attention of the attendees, along with the Regulation on the Job Competencies of Administrative Civil Servants and the Guide for Employment Based on Integrity, Merit, and Competence.
Minchev emphasized that these mechanisms aim to support institutions in implementing fair, objective, and transparent recruitment procedures, prioritizing the concrete skills of candidates. According to him, integrity must be a core value in administration and the new legal framework will help reduce subjectivity during selection and employment processes.
