ERO gives green light to licenses for the Kosovo A and Kosovo B power plants

The Energy Regulatory Office (ERO) has unanimously voted, with four votes in favor and none against, to approve the applications submitted by the Kosovo Energy Corporation (KEK) for licenses to generate electricity at the Kosovo A and Kosovo B power plants.

Proposals for both licenses were presented at the meeting by Ymerdin Misin, acting director of the ERO Legal Office, who outlined the relevant documentation and criteria.

Regarding Kosovo A, Misin explained that KEK’s previous license to generate electricity was valid until October 4, 2026. He said the application for a new license was submitted on April 28 this year.

He noted that KEK JSC was first licensed to generate electricity at the Kosovo A power plant on October 4, 2006, and that the license had been amended and extended several times over the years. Its latest validity period ran until October 4, 2026.

The application submitted on April 28, 2026, was registered with the ERO under number 392/26. Since it was not filed at least six months before the existing license expired, it was reviewed as an application for a new license.

After assessing the application and the documents on file, Misin recommended that the ERO board issue KEK a license to generate electricity at Kosovo A, in accordance with the period set out in the Ministry of Environment’s decision.

The proposed license for Kosovo A would be valid from October 9, 2026, until the date the Ministry of Environment issues its decision, within the envisaged two-year period.

Under the proposal, KEK must provide the ERO with any document or decision from the competent institutions that changes information submitted with the application or could affect the terms of the license’s validity.

KEK is also required to submit a fuel reserve plan for Kosovo A, in line with Article 8 of the license, Article 9 of the Law on Electricity, and Legal Act 07/2017 on the level of fuel reserves for electricity generation.

For Kosovo B, the proposal presented at the meeting calls for a license to generate electricity and heat for the period from October 9, 2026, to August 17, 2028.

The proposed license for KEK JSC’s Kosovo B power plant follows a review of the application, the documentation on file, and the decision by the Ministry of Environment and Spatial Planning covering a two-year period.

In this case, too, KEK will be required to provide the ERO with any document or decision from the competent institutions that changes the application documentation or could affect the license’s terms and validity.

The corporation has also been asked to submit a fuel reserve plan for Kosovo B.

In addition to KEK’s two applications for licenses for the Kosovo A and Kosovo B power plants, the ERO meeting’s agenda also included applications for self-consumption authorization submitted by dozens of businesses and individuals.
