US releases 14-point document signed in Washington by Israel and Lebanon, key provisions revealed on armed groups and regional security

The U.S. Department of State has published the text of the trilateral framework agreement between the United States, Israel and Lebanon, which was signed in Washington on June 26.

The agreement aims to end the state of conflict and create a foundation for stable neighborly relations between the two countries, with U.S. backing.

According to the document, the parties commit to respecting each other’s sovereignty and addressing disputes through direct talks. The implementation of the process is expected to take place gradually and to depend on concrete, verifiable steps on the ground.

One of the main pillars of the agreement is the expanded role of the Lebanese Armed Forces (LAF), which will gradually take control of security in several areas, while the Israel Defense Forces (IDF) will progressively withdraw from Lebanese territory.

The document underscores that Lebanon undertakes to establish the state’s monopoly over the use of force, which includes the disarmament of all non-state armed groups and the destruction of their infrastructure.

The parties believe these steps are directly linked to stabilizing the security situation, creating the conditions for civilians to return to the affected areas, and launching reconstruction projects financially supported by the international community.

The agreement also stipulates that no armed group should have a military or security function inside Lebanon. The Lebanese government commits to treating any use of force without state approval as illegal.

For its part, Israel states that the military actions it has undertaken are a response to threats coming from non-state actors and that it has no territorial claims against Lebanon, implying that there could be further withdrawals if the threat is removed.

The United States envisions support for strengthening the Lebanese army and for the country’s economic reconstruction, but this support is conditional on verifiable results and transparency in the implementation of reforms.

The document also includes a ban on funding for any person or structure linked to non-state armed groups.

Following the signing of the agreement, the parties have begun setting up working groups to draft a more comprehensive and long-term agreement on peace and security. Cooperation is also envisaged on humanitarian issues, including the identification and return of bodies, as well as the release of detainees.

The document closes with an assessment of the role of the United States in mediating this process.
