During the meeting held today, discussions focused on a more functional organization of local government, as well as more direct representation of cities on municipal councils.

Rama highlighted the need to reorganize administrative units and to concentrate functions more rationally at the local level.

“The aim is for some functions, which small municipalities are unable to fulfill and which also pose difficulties for large municipalities, to be concentrated in a more rational manner. Unlike the current situation, every city will have its own leader, who will also be the deputy mayor. Cities will have their own representatives on the municipal council, and the council will be divided according to quotas. I fully agree that administrative units are not functioning properly today and are not carrying out the duties they are supposed to fulfill, even though they are the first ones that should do so,” Rama declared.

“Gjirokastër, a discussion without the media on the mergers of Libohovë–Gjirokastër, Memaliaj–Tepelenë and Këlcyrë–Përmet, aimed at strengthening the economic and social development of communities, rationalizing human resources at the local level and preparing for work with EU accession funds,” Rama wrote alongside footage from the meeting.
