According to Rizvanolli, the European aid was provided at a time when the energy crisis was placing a heavy burden on families, helping them cope with energy costs and creating opportunities for savings that will be felt over the longer term.
The minister expressed the gratitude of the Government of the Republic of Kosovo to the European Union for the support provided during a difficult period for Kosovo, the region and Europe.
She recalled the energy crisis of 2022, which worsened following Russia’s aggression against Ukraine and confronted Europe with serious problems regarding security of supply. For Kosovo, the situation became even more complicated due to outdated generation capacities and the rapid increase in electricity consumption.
During the winter of 2024–2025, around 85,000 families received assistance under the program for vulnerable consumers. Meanwhile, more than 20,000 families receiving social assistance were supported in securing heating fuel.
Rizvanolli emphasized that the government’s interventions were intended not only to help citizens during the crisis, but also to finance measures that would reduce energy bills and costs in the years ahead.
“We helped families get through the winter, but at the same time we also invested in the winters ahead and beyond,” the economy minister declared.
According to her, the Ministry of Economy had begun working to improve energy efficiency before the European package was allocated. In October 2022, the first call was opened to subsidize efficient heating equipment, while energy efficiency was included as one of the main priorities of Kosovo’s Energy Strategy.
Rizvanolli described reducing consumption through investments in efficiency as one of the most useful solutions for addressing energy challenges, with a direct and long-term impact on citizens’ lives.
During the event, it was announced that the Kosovo Energy Efficiency Fund had implemented measures in the residential sector worth €20 million. The investments were directed toward improving living conditions, reducing consumption and easing bills for the families that benefited.
The program was financed by the European Union and implemented in cooperation with Kosovo’s institutions. It was described as evidence of a partnership that promotes more rational energy use and supports the transition toward a more sustainable energy system.
