Former Kosovo Democratic Party MP Xhavit Haliti expressed the opinion that his political subject should not reject a priori a possible agreement with the Vetëvendosje Movement, if that would serve the national interest and resolve the institutional deadlock.

According to him, political forces are obliged to be open to talks and mutual concessions, without closing the door to any alternative that guarantees institutional stability and the functioning of state mechanisms.
PDK leader Bedri Hamza took a completely opposite stance. After meeting with acting Prime Minister Albin Kurti, he announced that his party would continue to be in opposition, unequivocally signaling that at the moment it does not intend to become part of a joint executive with the Vetëvendosje Movement.
Hamza’s words were read as a reaffirmation of PDK’s political course after the electoral process, while Haliti’s position sparked debate on the need for a more flexible approach if the political context would impose an agreement between the two largest parliamentary forces. These internal divergences appear precisely at a stage when Kosovo’s political landscape continues to be gripped by difficulties in creating and consolidating institutions.
Krasniqi: Mr. Haliti’s statement proves that PDK does not have a completely uniform position on a coalition with LVV
Professor Kolë Krasniqi assessed for “Bota sot” that Xhavit Haliti’s statement paves the way for a strategic discussion within PDK regarding cooperation with the Vetëvendosje Movement.
He stresses that Haliti does not simply propose a short-term pact, but calls for a dialogue on a common governing platform. According to Krasniqi, this proves that within PDK’s ranks there is not a completely uniform viewpoint on an alliance with LVV.
“Xhavit Haliti’s statement can be considered as an initiative to encourage strategic reflection within PDK, but not as an overturning of the party’s official line. Haliti has not suggested just a transitional agreement for the president’s post, but has insisted that the alternative of co-governance with LVV be analyzed in PDK forums and, if approved, a joint four-year program be drawn up.
Mr. Haliti’s statement shows that PDK does not necessarily have a completely homogeneous stance on cooperation with the Vetëvendosje Movement. Haliti sees LVV as a political rival, but not as an entity with which an agreement must be preemptively excluded.
At the same time, Mr. Haliti’s statement also serves as a message for LVV: if it seeks PDK’s support, then it cannot suffice with just votes for the president, but must offer a full political pact, supported by a joint program, with well-defined responsibilities and a clear distribution of power.
However, such a statement, as long as it is not synchronized with the party leadership, could create the perception of strategic confusion or a weakening of the authority of PDK’s leader.
Bedri Hamza, after the meeting with Albin Kurti on July 10, made it clear that PDK will remain in opposition during this legislature. However, he underlined that PDK has no absolute red lines and will support international agreements and issues of interest to Kosovo in the Assembly,” he told the newspaper.
Further, Krasniqi pointed out that between Bedri Hamza’s stance and Xhavit Haliti’s statement there is a noticeable gap, as the former reflects PDK’s current position, while the latter offers an option to be examined.
He adds that PDK can review its position only if new circumstances arise or a concrete proposal from LVV emerges. Krasniqi emphasizes that any agreement must have the state interest at its core and must necessarily include issues such as institutions, rule of law, and economic development.
“Therefore, between these two positions there is a significant difference. On the one hand, Hamza has presented PDK’s current and official position, after concrete talks with Kurti. On the other hand, Haliti has presented a political alternative, which, according to him, should be examined and voted on in the party’s bodies.
These positions are not entirely incompatible, because Hamza had previously stated that PDK was open to a comprehensive agreement. However, after meeting with Kurti, he concluded that conditions for such an agreement with LVV have not been created.
PDK has the right and the possibility to review its position, but this review should not automatically imply entering a coalition. A change of stance would be politically reasonable only if new circumstances arise or a concrete and serious offer from LVV appears.
A compromise agreement in the country’s interest must include the constitution of the Assembly, the election of the Government and the President, as well as concrete commitments to the rule of law, economic development, and coordination of strategic activities with Western allies.”
Halili: Bedri Hamza’s statement that PDK will remain in opposition shows the clarity of the party’s current position
Professor Nijazi Halili also commented for “Bota sot” on Xhavit Haliti’s statement regarding the possibility of a political agreement between PDK and the Vetëvendosje Movement.
Halili stated that such cooperation should be analyzed through the prism of national interest, not historical divisions. According to him, an eventual agreement would be meaningful only if it were based on a clear program, concrete responsibilities, and common objectives.
“Xhavit Haliti’s statement that PDK should not exclude the possibility of a political agreement with the Vetëvendosje Movement opens an important debate about the future of the political scene in Kosovo.
PDK must analyze every possibility based on the country’s interest and not just on past divisions. An eventual cooperation would make sense only if it were based on a clear program, concrete responsibilities, and shared goals for institutional stability,” he said.
“However, Bedri Hamza’s statement that PDK will remain in opposition shows that the party’s current stance is clear. Therefore, any reconsideration of this position would require an internal political assessment and an agreement that would be in the interest of citizens.
In politics there must be space for dialogue, but any agreement must be built on principles and not just on calculations of the moment,” he concluded for “Bota sot”.
