A woman of Ukrainian nationality, who says she has been living in Albania for four years, contacted the newsroom of JOQ Albania to report an incident in the apartment building where she rents in Vlora. She says the confrontation began because of her small dog and later escalated into insults, physical contact, and claims of violence against the animal.
According to her, the incident took place about two months ago at the entrance of the building where she lives with her husband. The complainant claims the conflict began when an Albanian woman refused to enter the elevator because of the dog, saying she was allergic to dogs.

In the video the Ukrainian citizen sent to the newsroom, which was filmed by her, a verbal argument can be heard between the Ukrainian couple and an Albanian couple. In the footage, the Albanian woman can be heard saying that dogs are not allowed in the shared areas and that she is allergic to them, after which the argument intensifies on both sides.
The complainant says that after the initial confrontation, the Albanian couple went to the door of her apartment and the argument continued in the building’s corridor. Insults and mutual accusations can be heard in different languages in the video, while at some moments the situation appears to escalate into physical clashes between those involved.
She also claims that during the conflict, the Albanian man kicked her small dog, saying this moment can also be seen in the video. According to her, there was also an attempt during the incident to take away the phone she was using to record what was happening.
In her complaint, the Ukrainian woman says the case was reported to the police, but claims that so far no concrete action has been taken. She also expresses concern that another neighbor has installed surveillance cameras facing her home and says that for some time she has been facing continuous complaints about the dog’s presence in the building.
In her communications with the newsroom, the complainant rejects the neighbor’s claim of being allergic to dogs. She states that there are other pets in the same building and that her dog has all the relevant documents and vaccinations.
JOQ Albania stresses that these are the complainant’s claims, which have not been independently verified by the newsroom. Since the video shows only part of the episode and does not reflect all the circumstances of the conflict, the newsroom says it cannot determine the responsibility of each party.
The newsroom says it remains open to publishing any response, clarification, or version of events from the Albanian couple involved in the conflict, as well as from the relevant authorities, in order to present the case as fully and as fairly as possible.
