Acting Minister of Labor, Family and War Values, Andin Hoti, said that social housing cannot be limited solely to the construction of buildings, as it represents a policy that directly affects the well-being and dignity of citizens.

According to Hoti, the Law on Social and Affordable Housing places the issue of housing in close connection with social welfare, inclusion, family security, employment, health and education.
He stressed that the project is not simply a construction initiative, but above all a social project, as it directly affects families, their well-being and the dignity of the citizens of the Republic of Kosovo.
The acting minister said that social housing policy should include all social categories and be adapted to the needs of different groups.
Hoti listed among the potential beneficiaries families and individuals in unfavorable or economically poor circumstances, recipients of social assistance, large families, single-parent families, the unemployed, homeless people, victims of domestic violence and victims of trafficking. The list also includes young people, the elderly, people with disabilities, displaced and repatriated persons, various communities, as well as children without parental care after leaving residential institutions.
He emphasized that housing is directly linked to employment and to families’ ability to escape poverty. According to him, a monthly salary is not enough to lift a family out of poverty; a safe home, a stable income and real opportunities for work and development for its members are also needed.
Hoti said that investments in social housing are simultaneously investments in social security and in preserving the dignity of citizens.
