Makolli: Kosovo must end political clashes and focus on the EU and the US

After two years of institutional vacuum, Kosovo must begin a new phase of governance based on political responsibility, institutional consolidation and closer cooperation with international partners. This is the view of Vesel Makolli, who believes that the country no longer has time for delays and political conflicts.

According to Makolli, the priorities of the new institutions should be domestic development, strengthening democracy, improving Kosovo’s international image and restoring trust among strategic partners, particularly the European Union and the United States of America.

Commenting on the protests and the initiative to amend and supplement the Law on Specialist Chambers, Makolli says that expectations that the law would change the jurisdiction, mandate or manner of operation of this court were unfounded.

He stresses that the legal basis of the Kosovo Specialist Chambers is defined by the Constitution and relevant legislation. For this reason, he says, such a law would not have been able to produce the intended effects from a legal perspective.

Makolli believes that before such initiatives are undertaken, especially by political representatives, their legal basis and the real possibility that they could bring about the claimed changes must be carefully examined.

He criticizes society’s tendency to become involved in causes influenced by emotion and folkloric glorification, without first analyzing their legal and state-related consequences. In his view, this makes society easily vulnerable to initiatives that may not serve the national interest or the state.

Makolli says that Albanians often act euphorically and under the influence of a folkloric and glorifying approach, which makes them fall prey to various causes, regardless of whether those causes are beneficial to the nation and the state.

Nevertheless, he believes that the protests may have indirectly influenced political developments in the country. According to him, they created momentum for overcoming the institutional deadlock and helped create the conditions for the election of the President.

Makolli emphasizes that this influence should not be viewed separately from other political developments, but within the circumstances that led to the overcoming of the institutional blockade.

Another important element, according to him, is the Kosovo Government’s position toward the legislative initiative. He believes that, de facto, the Government has not supported this law in practice.

Makolli considers that this approach could create opportunities to avoid unnecessary clashes with the European Union and other international partners, while preserving partnership relations and the trust built with them.

After the institutional deadlock has been overcome, he calls on the Prime Minister and the newly elected President to make the utmost effort to build more responsible governance and achieve the country’s concrete objectives.

According to Makolli, institutional consolidation should mark the beginning of a new political stage in which Kosovo will demonstrate political will, state maturity and commitment to its interests.

In this regard, he calls for active diplomacy, better coordination between institutions and concrete results instead of political statements. In his view, the country must take clear steps to advance European integration, deepen its partnership with the United States and complete the process of internationally consolidating Kosovo’s statehood.
