Donald Trump has revived his promise to give $5,000 to every adult American citizen if Republicans manage to retain control of the House of Representatives and the Senate after the midterm elections in November.

The U.S. president has called the payment the “Trump dividend” and said it would be funded by revenue generated from tariffs.
According to Trump, the payment would reflect the economic performance of his administration. However, implementing the plan would require congressional approval, while analysts estimate that the overall cost could exceed $1.2 trillion.
The president has warned that a Democratic victory and their takeover of Congress would lead to tax increases and harmful consequences for the U.S. economy. These remain Trump’s political assessments, while the $5,000 payment is still a pledge requiring legal approval and the establishment of a concrete funding mechanism.
The 2026 midterm elections, which will determine control of both chambers of Congress, provide the backdrop for this promise. Trump has directly tied the benefit to the election result, saying that adult Americans will receive the “dividend” only if Republicans retain both chambers.
This is not the only financial payment announced by the Trump administration. Recently, the president announced a one-time payment of $90 for more than 20 million people enrolled in Medicare. The distribution is expected to be made through direct deposit or by check, while, according to Reuters, the money will come from the Medicare Improvement Fund.
The administration has also announced $500 reimbursements for around one million Americans, linked to health insurance payments under the Affordable Care Act.
For the $5,000 payment, calculations based on approximately 245 million Americans over the age of 18 put the total bill at more than $1.2 trillion. This amount could change once income limits and other criteria determining eligibility are established.
