Jagxhiu: Kosovo’s digital sovereignty requires open technologies

Minister of Digitalization and Public Administration Lulëzon Jagxhiu highlighted that open technologies and the development of local capacities are essential for Kosovo’s digital future.

Speaking during the opening of the 11th edition of Software Freedom Kosova, organized by FLOSSK, Jagxhiu said the country’s digital transformation should focus on expanding electronic services, modernizing government infrastructure, moving to the cloud, ensuring system interoperability and using artificial intelligence.

According to the minister, institutions’ technology choices should not create long-term dependencies, while open standards, data portability and open-source technologies are important for preserving technological flexibility.

Regarding artificial intelligence, Jagxhiu stressed that attention should focus not only on where data is stored, but also on the infrastructure on which models and applications operate.

Digital sovereignty, he added, also requires investment in people and knowledge through support for universities, startups, technology companies, public institutions and technology communities.

He praised FLOSSK’s contribution to developing a culture in which technology is not only used, but also understood, developed and improved.

“Digital transformation is not measured only by the number of services that are digitized, but also by how they are built and by the control that is maintained over Kosovo’s digital future,” Jagxhiu said.
