During a meeting of the Committee on Culture, Tourism and Diaspora, chairwoman Ina Zhupa raised concerns about the condition of the National Library and the way its digital equipment and services are being handled.

According to Zhupa, the servers donated by the European Union through the UNOPS program were taken by AKSHI but have not been activated for the needs of the National Library.
She also stated that the ALIS system, which enables citizens to access the National Library’s services and holdings digitally, has been left without a renewed contract or a new contract. According to her, this situation has created a prolonged deadlock in the operation of the institution’s online services.
Zhupa accused AKSHI of being involved in corrupt affairs and of carrying out the orders of Ergys Agasi’s “book.” She called for accountability over the failure of the servers to operate and the lack of a contract for the digital system.
“The servers donated by the European Union through the UNOPS program for the National Library were taken by AKSHI, but they have been ‘forgotten’ and have not been put into operation,” Ina Zhupa said.
She stressed that, in addition to taking the servers, the institution had neither renewed the contract nor concluded a new agreement for the ALIS system, leaving the National Library in a problematic situation for a long time.
According to the lawmaker, when the issue concerns books, knowledge and citizens’ right to access information, state institutions do not respond. But when it comes to AKSHI tenders and concessions, she claims that procedures move at breakneck speed, under the influence of the “book” authored by Ergys Agasi.
“AKSHI cannot find time for the library and books because it is busy with the biggest corruption affairs,” Zhupa declared.
