PDK has announced that it will file a criminal complaint against Avni Dehari on suspicion of “abuse of official position or authority,” an offense defined under Article 414 of the Criminal Code.

PDK MP Përparim Gruda said at a press conference that the potential criminal liability is related to the failure to continue the constitutive session within the legal deadline of 48 hours, starting from August 8, 2026.
According to the opposition party, Dehari exceeded his procedural powers by linking the continuation of the session to reaching a political agreement, even though the opposition parliamentary groups had submitted several written requests.
PDK included in the criminal complaint the opposition’s requests dated August 13, 17, 19 and 23, calling for the resumption of the constitutive session.
The party claims that the delay in the session has prevented the constitution of the Assembly, as well as the exercise of parliamentary oversight over the caretaker Government.
Gruda said that PDK expects the Special Prosecution Office to review the case in accordance with the law and determine whether there is criminal liability for blocking the process of constituting the Assembly.
