What Is Expected to Happen at the Assembly’s Constitutive Session on August 6?

The constitutive session of the new Assembly, formed following the June elections, will be held on August 6, starting at 10:00. The decision was made by acting President Albulena Haxhiu.

Vullnet Bugaqku of KDI said that the session scheduled for Thursday must be organized in accordance with the procedures set out in the Assembly’s Rules of Procedure.

He explained that, no later than five days before the constitutive session, a meeting must be held between the speaker of the previous legislature and the leaders or representatives of the political entities that secured seats in the Kosovo Assembly.

According to Bugaqku, the agenda is drawn up at this meeting and must then be followed during the constitutive session.

Referring to the Assembly’s Rules of Procedure, he said that the agenda for the August 6 session must begin with the establishment of the Temporary Committee for the Verification of Quorum and MPs’ Mandates.

The agenda must then continue with the swearing-in of MPs, the election of the speaker of the Assembly and the selection of the Assembly’s deputy speakers.

Bugaqku emphasized that the Assembly can be considered constituted only if all these items are successfully completed that day.

He said he expects the agenda, which has already been established through the Assembly’s Rules of Procedure, to be implemented and respected at the August 6 session.

In conclusion, Bugaqku recalled that the oldest MP presides over the constitutive session, assisted by the youngest MP.
