Rama analyzes protests and declares ‘Besa’ as new compass for fourth term; goal, Albania in EU by 2030

Prime Minister Edi Rama gathered today the government cabinet and the Socialist parliamentary group in a joint meeting, where he shared his reflections on the wave of June protests and outlined the axis that the next governing term should have. The core of his message focused on trust, sensitivity, and a new way of exercising power.

He defined the citizens who took to the streets as the newest indicators of standards, emphasizing that they are not “ungrateful.” According to him, the country has emerged from the period of chronic shortages and entered a new phase, that of high expectations, where people no longer compare reality with the difficult past, but with the goals they want to achieve. This has brought patience for unresolved problems almost to zero.

The Prime Minister openly admitted that arguing based solely on figures and investments is no longer enough to win public trust. He concluded that the priority must be the concrete lives of citizens in their interaction with the state and the level of services provided to them. In this context, the fourth term must place human sensitivity at its center, because an administration incapable of listening and with arrogant behavior widens the gap with the public.

Citing the scholar Alexis de Tocqueville, Rama pointed out a development paradox: the more successes a government has, the more the people’s demands increase and the lower the tolerance becomes for those things that remain still unresolved. He concretized this with two stories: the case of an elderly woman forced to wait in long queues at the polyclinic early in the morning, and that of a farmer who was kept waiting for three straight years without receiving a reply from the administration for a business plan of 1.5 million euros in Vlora.

The reflection on the Zvërnec protest was treated as a powerful “mirror” that highlighted the distance between official data and people’s subjective experience. Rama pointed out that digital noise, disinformation campaigns, the use of fake profiles, and external influences escalated the event, but acknowledged that none of them constitutes the fundamental cause of discontent. He specified that the legislative changes for protected areas are in line with European directives and will be fully harmonized during negotiations with the European Commission, calling the conflict artificial.

In his speech, Rama created an extended symbolism by comparing ordinary citizens who seek improvement to “flamingos,” while he called political extremists and ill-wishers who seek to benefit from conflict “crows” and “ravens.” He noted that the latter tried to keep the wound open even after the heart of the protest had left, using even severe social cases as human shields for their agendas.

The strategic document that Rama presented is called “Besa” and was described as the new method to turn “Renaissance 2.0” into a different experience for citizens. He explained that alongside this document, which will be open for consultation, he has also prepared an internal annex for the Socialist Party, which will be discussed first in a narrower forum of leaders. The major objective, he reiterated, remains Albania’s integration into the European Union by 2030, underlining that development must be more tangible for citizens and not just readable in reports.

In conclusion, the head of government stated that the fourth term’s main challenge is not the physical transformation of Albania, but the fundamental change in the state’s relationship with the citizen. He emphasized that trust behaves like flamingos: when its water is disturbed, it leaves and returns only if it finds a calm and welcoming environment, which constitutes the mission of this new governing cycle.
