After more than three and a half hours of discussions at a meeting of the parliamentary group and the Presidency, PDK chairman Bedri Hamza said he expects the draft law amending and supplementing the Law on the Specialist Chambers to be approved by all MPs tomorrow.

He described the draft law as important for establishing justice and called on members of the Assembly of the Republic of Kosovo to support it so that all necessary parliamentary procedures can be completed.
Hamza stressed that the PDK is not against justice, but against injustice. According to him, a lack of transparency, accountability and oversight has been evident throughout this process, while the decision taken is unjust and affects Kosovo’s history, present and future.
The PDK leader said that the citizens of Kosovo facing this process have experienced violations of their human rights, adding that credible international organizations have also reached findings to this effect.
He added that so far the process has been accompanied by difficulties, problems and injustices, but institutions must continue to believe in justice. Hamza called for proceedings before the Appeals Chamber, within the Specialist Chambers, to be based on facts and evidence rather than rumors, untruths or fabrications that never existed.
Speaking about the possibility of an agreement concerning the president, Hamza said this issue should be separated from the draft law on the Specialist Chambers, as they involve two different processes.
According to him, the law is a necessity that transcends the scope of a political entity or the mandate of a government. It concerns the rights of individuals and citizens, as well as establishing the legitimacy of the Kosovo Liberation Army’s war.
Hamza said that the war was imposed and that the people of Kosovo had organized themselves to defend their rights, freedom, independence and state. For this reason, he said, the law should not be viewed as an issue concerning a party or individuals, but as an effort to protect historical truth.
He said that political parties could discuss the formation of the country’s institutions, particularly as the constitutional deadlines for electing the president are approaching. However, Hamza stressed that the PDK would not accept the draft law on the Specialist Chambers being treated as part of political bargaining.
The session of the Assembly of the Republic of Kosovo will be held tomorrow at 9:00 a.m., and the draft law on the Specialist Chambers is also included on the agenda.
