Democratic Party Chairman Sali Berisha has once again drawn attention to an allegation he made public on November 22, 2025, concerning Vlora Hyseni, the director of the State Intelligence Service.

The issue was brought back into focus after the Special Prosecution Office (SPAK) requested, and the Special Court of First Instance for Corruption and Organized Crime imposed, the security measure of “house arrest” and suspended Hyseni from her duties.
In that article, Berisha expressed suspicions that Vlora Hyseni may have intervened with members of the Supreme Court to secure favorable treatment for Belinda Balluku, whom the Democratic leader refers to as “Lubia.”
According to his claim, Balluku had secured time to personally manage her legal case, and Berisha raised the question of whether the SHISH director had exerted influence over the five judges to support her.
Recalling the episode, Berisha said: “Vlora Hyseni, the notorious one, actively pressured the Constitutional Court judges in the case of Balluku’s ruling; I denounced it at the time.”
