Former Alliance leader Ramush Haradinaj has said that the mandates of deputies are already “burned” and that any action by them, including participation in the session announced for September 9, is unconstitutional.

Meanwhile, lawyer Gazmend Halilaj stated for “Bota sot” that the failure to constitute the Assembly is not sufficient reason to consider the deputies’ mandates as “burned.”
According to him, a parliamentary mandate can end only under the circumstances defined by the Constitution and the law. Halilaj accused the old parties of contributing to the blockade of institutions.
He said that, from a legal and constitutional perspective, a clear distinction must be made: a deputy’s mandate is not lost simply because the Assembly has not been constituted within the deadline.
Halilaj emphasized that the mandate of the 120 deputies is the result of citizens’ votes and that its termination can occur only in cases provided for by the Constitution and the law. According to him, this issue should not be subjected to political interpretations, pressures, or calculations by parties that have lost the trust of citizens.
The lawyer described the current situation as an attempt to attribute to the Vetëvendosje Movement a crisis that, according to him, has been caused by the irresponsibility of the old parties. He recalled that the same political structures, for years on end, have produced crises, bargaining, and blockades, while now they are trying to obstruct the will of citizens after they have voted for change.
Halilaj underlined that the trust given to LVV must be respected and that citizens cannot be called to vote, only for the old parties to later blockade institutions through political maneuvers when the result does not suit them.
He demanded that the Constitution be placed above partisan interests and that the citizens’ vote be respected, while simultaneously expressing his support for LVV.
“As a lawyer, I assess that the Constitution must be above any partisan interest. At the same time, the political bargaining of the old parties cannot be placed above the will of citizens.
A mandate does not ‘burn’ simply because someone aims to change the political outcome. It derives from the citizens’ vote and can be addressed only in accordance with the Constitution.
The era of political bargaining must end. Kosovo needs institutions that respect the citizens’ vote, not parties that try to blockade it.
I will continue to support LVV, as I believe that change in Kosovo must not be obstructed by the interests of those who for decades have held politics hostage to bargaining.
The Constitution must be above bargaining, and the citizen’s vote above partisan interest.
