Washington is intensifying measures to restrict Iranian oil exports, shifting the focus of sanctions from individual tankers to the commercial and financial structures that enable their movement.

The new US package targets Wellbred Capital, a Singapore-based commodities trading company with a presence in major international trading hubs.
Also targeted are Wellbred Trading FZCO in Dubai, Wellbred Trading SA in Geneva, and the French company La Nivernaise de Raffinage.
According to OFAC, Wellbred is linked to the network of Mohammad Hossein Shamkhani, whom US authorities view as a key figure in an extensive system of companies and vessels used to transport oil and petroleum products from Iran and Russia. However, the main focus of the new measure extends beyond the names included on the list.
Through Operation Economic Outcast, the US is clearly expanding exposure to secondary sanctions in Iran’s maritime transport sector. This gives US authorities greater room to act not only against a tanker or its registered owner, but also against entities that organize and support the transportation of a commercial nature.
Those now on the radar include lessors, brokers, traders, ship-to-ship (STS) service providers, and other parties that provide maritime services, significantly increasing compliance requirements in the international shipping market. The selection of Wellbred carries particular symbolism.
The US approach appears to be moving away from pursuing vessels in the so-called shadow fleet, which can change their names, flags, ownership, or management, and toward the trading hubs that provide vessels with cargo, financing, and access to the market.
For major operators, this raises the standard of due diligence. It is no longer enough for only the vessel to be considered “clean”; the entire transaction chain must be clean. This is precisely where the weight of the US action lies: OFAC is no longer examining only which tanker is transporting the oil, but also who is securing the cargo, who is financing it, and who is organizing the voyage.
