The chief of the Roskovec police station, Mariglen Koroveshaj, has recounted the negotiations with Refit Buzi, the perpetrator of the serious incident in Vidhish, Roskovec, to secure the release of his former fiancée, Rozalinda Plaka.

Speaking in an interview with Report TV, Koroveshaj said it was the perpetrator himself who chose the police station chief to approach the vehicle, demanding that he be unarmed and come alone.

He said the closest he came to the vehicle was about 2 meters and that the entire situation was monitored by RENEA forces.

According to him, every second was crucial to saving the lives of the young woman and the perpetrator. Koroveshaj stressed that the young woman was not only psychologically traumatized but had also suffered physical injuries, making it impossible for her to walk.

This was why Koroveshaj intervened, carrying her in his arms and removing her from the danger zone. For the police station chief, it was the most difficult situation of his 12-year career in the police force.

Koroveshaj also recounted the most critical moment of the negotiations, when any wrong move toward the vehicle could have worsened the situation. He said that remaining calm and communicating with the perpetrator were crucial to securing the hostage’s release.

“We remained in constant communication with the perpetrator for several hours, until he was persuaded and asked me personally to approach the place where he was with the hostage. It was his choice, following negotiations that lasted around two hours from the moment contact was established with him.

I approached the place where he was, but he again refused to release the young woman because he saw her as a guarantee that nothing would happen to him. At that point, he asked me to approach unarmed and alone. I complied with the perpetrator’s request. When I approached him, he again asked to check whether I was armed. I complied with his request. We had to do everything possible to prevent him from becoming more agitated or angry, because the goal was to save both his life and the hostage’s.

When I approached, he told me not to make another move toward him or he would kill himself. I stepped back and continued the negotiations until it became possible for the perpetrator to release the hostage. It was a dangerous moment. At such times, you think about how to save a human life; every second is crucial. We had to act as quickly as possible because the perpetrator’s distressed state could have escalated and worsened the situation. We were focused on saving the young woman’s life.

The young woman was in a very serious psychological and physical condition. She had injuries to her body that had been inflicted by the perpetrator when he forcibly took her from the home. She had numerous physical injuries that made it impossible for her to walk. Once she got out of the vehicle, she had to be removed from the danger zone as quickly as possible. I then returned to the perpetrator to continue negotiating with him to put down the weapon and bring the situation to an end,” the police station chief said.

How did the incident happen?

Refit (Nertil) Buzi, 35, went to the home of his former partner, Rozalinda Plaku, and opened fire on her family with a hunting rifle, killing her father and wounding her mother, who died in the hospital several hours later. After killing his former father-in-law, 58-year-old Kosta Plaka, and wounding his former mother-in-law, 55-year-old Belere Plaka, the 35-year-old fled the crime scene and forcibly took his former partner, Rozalina Plakun, with him. Immediately after being notified of the serious incident, police went to the scene, set up checkpoints and began searching for the perpetrator.

After several hours of searching, police located the 35-year-old in the village of Kurjan, Roskovec. He had barricaded himself inside his car and refused to surrender. As a result, RENEA special forces were deployed to the area, surrounded the vehicle and began negotiations to persuade him to surrender. During the operation, his former partner was freed by police after several hours and was then taken to the police station, where she is expected to be questioned as the main witness to the incident. Negotiations with the 35-year-old continued for around 8 hours, but he refused to surrender.

At around 16:35, while still inside the vehicle, he shot himself with the hunting rifle. According to the preliminary investigation, the two main lines of inquiry concern suspicions that he refused to accept the separation from his former partner and a dispute over a sum of money that he claimed he had sent her while working in England and wanted back after their separation. Buzi also had a criminal record for violent behavior. Meanwhile, the investigative team, under the direction of the prosecutor, is continuing its work to fully document the circumstances and causes of this serious criminal incident.
