NATO has reacted sharply to Russia’s “irresponsible nuclear rhetoric,” which was included in a document sent to Alliance officials. In the text, Moscow accuses NATO of “provocations” against the Kaliningrad exclave.

“We strongly condemn the threat to use military force, including any irresponsible nuclear rhetoric,” NATO spokesperson Alison Hart said. She confirmed that the Alliance had received the document and was responding to it.
The contents of the letter were published by the Russian Embassy in Brussels via the X platform. In it, Russia expressed “concern” over NATO’s “provocative actions” related to Kaliningrad and warned that it was ready to respond “with its entire arsenal.”
The Russian Embassy claimed that the Alliance’s military activity along Russia’s western borders, including the Kaliningrad region, had reached unprecedented levels.
Kaliningrad, formerly known as Königsberg in East Prussia, was annexed by the Soviet Union in 1945. The territory has no direct border with Russia, while it is bordered by Poland and Lithuania and stretches along the Baltic Sea.
In the document addressed to NATO, Moscow warned that it would use its entire arsenal to defend Russian territory if Alliance member states attempted to isolate Kaliningrad from the rest of the country.
NATO countries have expressed concern over the increase in hybrid attacks on their territories, which they attribute to Russia. In response, they have increased their military presence, particularly along the Alliance’s eastern flank.
“Russia’s use of hybrid threats is a sign of desperation, but this will not prevent us from continuing our support for Ukraine,” a NATO spokesperson said.
