Prime Minister Albin Kurti said the goal is to increase citizen safety, provide faster assistance, and improve cooperation among responsible institutions.
“Through this draft law, we want citizens to be better protected and to receive help faster when they face natural disasters or other emergencies,” Kurti declared.
According to the prime minister, clarifying the responsibilities and financing of the agency will help prepare rescue and protection structures and coordinate them more efficiently throughout the country.
Kurti stressed that timely response is essential because, as he put it, “in emergencies, every delay can have irreversible consequences.”
Interior Minister Xhelal Sveçla announced that the draft law creates the legal basis for the organization and functioning of the Emergency Management Agency as an executive agency within the ministry he leads.
Sveçla said the initiative will clarify the competences of institutions in emergency management and strengthen mechanisms for risk assessment and risk reduction.
The provisions of the draft law include protection, rescue and assistance planning, the establishment of monitoring and warning systems, and the drafting of the national emergency response plan in cooperation with relevant institutions.
The minister also mentioned the preparation of protection and rescue structures, holding exercises, assessing national readiness, and creating and maintaining material reserves for emergency cases.
“Approval of the draft law aims to establish a clear legal basis for the agency’s responsibilities, improve coordination among relevant structures, and strengthen institutional capacities in prevention, preparedness, and response to emergencies,” Sveçla said.
Through the draft law, institutions aim to build a more organized emergency management system, with clearer responsibilities and more effective coordination, in order to protect citizens’ lives and property.
