London’s Old Bailey has set bail at £100,000 for Dr. Vincent Brown, who is accused of offences linked to the 1994 genocide in Rwanda. If the amount is not paid, he will remain in custody.

Judge Mark Lucraft KC approved his release on bail, imposing additional conditions: Brown must surrender his passport and any national identity documents, must not apply for new international travel documents, must observe a curfew at his London home, must submit to electronic monitoring and must report to the police every day.
Brown, 65, formerly known as Dr. Vincent Bajinya, is accused of killing, directing or inciting the killings of members of the Tutsi community during the Rwandan genocide. The prosecution alleges that he acted as a “leader” or “supervisor” of violent acts carried out by others. He denies the allegations.
British authorities allege that six people were killed between April 6 and 13. They included three members of the same family, a taxi driver, and a mother and her young son. The victims have been identified as Dominique Mukurarinda, Immaculee Mukankusi, Gerasi Rurangirwa, Leandre Mbogoye, Charlotte Kamaguja and Olivier Tuyishime.
The charges against Brown were brought after a seven-year British investigation. Authorities say he is the first person in the United Kingdom to face a genocide charge relating to events in Rwanda.
The bail amount is considerably higher than the £25,000 previously set by the magistrates’ court.
Brown qualified as a doctor in Rwanda in the 1980s and later headed the Family Health Department in Kigali. In 2006, he worked for Praxis, a London-based charity that supports refugees. He has also served on the Refugee Nurses Task Force.
The Rwandan genocide lasted around 100 days in 1994. About 800,000 people were killed during that period, mostly members of the Tutsi community and politically moderate Hutus.
Brown’s next hearing at the Old Bailey is expected to take place on October 9. Meanwhile, British authorities are continuing to investigate other suspected offences linked to the Rwandan genocide.
