In addition to the prison sentence, the defendant was also ordered to undergo compulsory psychiatric treatment.

The court said Shalti committed the crime while his mental capacity was substantially diminished. According to the announcement, the motive was connected to an earlier dispute with the injured party, V.G., “Betimi për Drejtësi” reports.

The court’s announcement states that on 08.09.2025, at around 20:29, at Bafti Haxhiu Square, on Hasan Kabashi Street in Viti, the defendant E. Sh., whose mental capacity was substantially diminished, took the life of A. F. This followed an earlier dispute with V. G., while the actions also seriously endangered the lives of M. A. and the minors E. S., A. S. and V. G.

According to the indictment, E. Sh. struck A. F. and the injured parties V. G., A. S., E. S. and M. A. with a vehicle. A. F. did not survive the injuries.

The court described how the defendant was driving an “Opel Insignie” from the village of Kabash toward Viti. On two occasions, he drove close to the table where the injured parties were sitting but did not hit them. The third time, after seeing V. G., M. A., A. S., E. S. and A. F. sitting at a table beside the paved area of Bafti Haxhiu Square, opposite an apartment building, he moved from the right lane into the left lane and accelerated. The front of the car struck those present. V. G., A. S. and E. S. sustained minor injuries, while M. A. was seriously injured. Because of his severe injuries and deteriorating health, A. F. was taken to the intensive care unit at the University Clinical Center of Kosovo in Pristina, but died on 10.09.2025.

For these actions, E. Sh. was charged with the criminal offense of “Aggravated murder while in a state of substantially diminished mental capacity.”

After examining the evidence and hearing witnesses, the trial panel sentenced him to 25 years in prison. He was also ordered to undergo compulsory psychiatric treatment in a healthcare institution, and his driver’s license was revoked for five years, effective once the judgment becomes final.

The court clarified that the additional measure revoking the driver’s license lasts five years and begins when the judgment becomes final. Time spent in prison is not included in this period.

The trial panel explained that, in determining the type and length of the sentence, it considered aggravating and mitigating circumstances. It therefore imposed a 25-year prison sentence instead of life imprisonment. The court cited Article 41, paragraph 3 of the Criminal Code of the Republic of Kosovo, under which life imprisonment may not be imposed on a person who was under 21 at the time of the offense or whose mental capacity was substantially diminished, as was the case with the defendant.

In a separate ruling, the court extended the defendant’s pretrial detention until the judgment becomes final, but not beyond the length of the sentence imposed.

The parties may appeal the judgment within 30 days of receiving it in written form.
