The “In the Crosshairs” program, hosted by journalist Klodiana Lala, examined the financial scheme that, according to SPAK, links Ergys Agasi to Ermal Beqiri in obtaining funds through tenders issued by the National Agency for Information Society (AKSHI).
The documentary cites the court decision to seize assets, as well as transactions that investigators say were carried out by the companies “Soft & Solution,” “Fastech” and “First” to “EA Solution.”

According to the report, “EA Solution” did not have the technological capacity or the staff needed to deliver the contracts it formally won. The documentary also mentions other payments that, according to SPAK, were made to Ergys Agasi.
Part of the program focuses on a contract worth around 10,000 euros between Ermal Beqiri’s company and KESH, with Joana Bushi also mentioned in connection with the procedure.
Excerpt from the documentary:
According to SPAK, Ergys Agasi and Ermal Beqiri are suspected of coordinating their actions to obtain millions of euros from AKSHI.
The court decision to seize Ergys Agasi’s properties and assets states that, through the company “EA Solution,” he received “considerable sums of money” from “Soft & Solution” sh.p.k., owned by Ermal Beqiri; “Fastech” sh.p.k., owned by Andis Papa; and “First” sh.p.k., owned by Gëzim Hoxha.
The documents describe these payments as having been made for various services, but investigators suspect they were actually rewards for securing AKSHI tenders.
According to the investigation, this was possible because of Agasi’s close ties to the agency’s director, Mirlinda Karçanaj, who resigned after being formally charged.
SPAK has concluded that “EA Solution” had neither the technological capacity nor the human resources to fulfill its contractual obligations.
In addition to direct payments, Agasi also allegedly received other gifts, including expensive wines worth more than 900,000 euros, according to SPAK.
The documentary also raises questions about why Ermal Beqiri’s company continues to receive public funds despite the investigations and corruption scandals in which he is said to have been involved.
Thus, “Soft & Solution,” the company registered in Ermal Beqiri’s name, secured another public contract from KESH, worth around 10,000 euros.
The contract is for maintenance of KESH’s financial system.
As a result, Ermal Beqiri’s company will be responsible for maintaining the financial system of the Albanian Power Corporation, while its owner is under investigation over AKSHI tenders.
According to the documentary, Joana Bushi, a former close associate of former Deputy Prime Minister Belinda Balluku, was responsible for the procedure.
Belinda Balluku is also under investigation by SPAK for several serious criminal offenses related to corruption.
Joana Bushi remained close to Balluku until the latter left her post as Minister of Infrastructure in February 2026, following investigations launched by the Special Prosecution Office.
Bushi currently serves as a tender manager at the Albanian Power Corporation.
This comes as her name appears in the money-laundering investigation file concerning her former boss, Belinda Balluku.
Further revelations about Ergys Agasi’s role and the extradition of Ermal Beqiri from France are expected to shed light on what is so far considered only the tip of the iceberg in the AKSHI affair.
The investigations also aim to uncover the alleged mafia scheme through which, according to the claims made, organized crime brought the government under its control.
