The Parliamentary Group of the Democratic Party of Kosovo, through its Secretary General Vlora Çitaku, has asked the chairman of the constitutive session, Avni Dehari, to act in accordance with the Constitution and the Rules of Procedure of the Assembly and schedule the continuation of the session for September 1, 2026, at 11:00.

The PDK stresses that, according to the jurisprudence of the Constitutional Court, exceeding the constitutional deadline does not eliminate the obligation for the Assembly to be constituted.
The letter addressed to Dehari states:
Dear Mr. Dehari,
In your role as the chairman of the constitutive session by age, in accordance with Article 9 of the Rules of Procedure of the Assembly of the Republic of Kosovo, we ask you, on behalf of the deputies of the Democratic Party of Kosovo, to fulfill your constitutional and procedural responsibility. For this reason, on September 1, 2026, at 11:00, you must call the continuation of the constitutive session, in accordance with the requirements of the Rules of Procedure of the Assembly of the Republic of Kosovo.
The failure to constitute the Assembly within the specified deadline has already led to a serious situation, which is linked to the violation of the Constitution and the non-implementation of the judgments of the Constitutional Court. Failure to respect the deadlines and procedures set out in the Assembly’s Rules of Procedure further aggravates this situation.
You must take into account that the jurisprudence of the Constitutional Court determines that, even in the event of exceeding the constitutional deadline, the Assembly must be constituted. The passing of this deadline does not remove the obligation to complete the constitution process.
Calling the continuation of the constitutive session gives you the opportunity, but at the same time also imposes the obligation, to avoid another violation and ensure the continuation of the Assembly’s constitution process.
We remind you that your powers as the chairman of the constitutive session by age are defined and limited by the Constitution, the judgments of the Constitutional Court, and the Rules of Procedure of the Assembly. Your duty is to enable the development and continuation of the session until the constitution of the Assembly. You cannot decide, on the basis of political assessments or considerations, whether and when the constitution process of the Assembly will continue, as this does not fall within your powers.
Political assessments and negotiations are the responsibility of the political forces and can only take place within the constitutional framework of the Republic of Kosovo, which we are all obliged to respect.
Therefore, we ask you, without any further delay, to call the continuation of the constitutive session on September 1, 2026, at 11:00, thus enabling the exercise of the constitutional mandate by the elected deputies of the Republic of Kosovo.
