At the same time as proceedings inside Parliament, a group of citizens has gathered outside the building to oppose the proposed changes.
Residents of Fushë-Arrëz are also taking part in the protest, opposing the dissolution of their municipality and its merger with Pukë Municipality. Another group of protesters has set off on a march toward the Ministry of Internal Affairs.
