During the first six months of 2026, the Agency for the Prevention of Corruption received 41 external whistleblowing reports. During the same period, public institutions and private entities reported a total of 82 internal whistleblowing cases.

Under the Law on the Protection of Whistleblowers, whistleblowing is defined as reporting suspicions or information concerning corruption, legal violations, fraud, abuse of office, conflicts of interest and other irregularities within a public institution or private entity.
APK’s six-month report, published on Friday and covering the period from January 1 to June 30, 2026, shows that 40 of the 41 external reports were handled within the deadlines established by law. One case remained to be reviewed in July.
Of the cases reviewed, 20 were forwarded to the competent institutions for further proceedings. In 14 cases, a decision was made to reject the reports because the legal requirements had not been met, while six cases were closed.
According to the breakdown presented in the report, 22 cases were related to abuse of official duty, eight to recruitment processes and four to public procurement procedures. Six other cases were classified under various categories.
Citizens submitted 27 reports, while economic operators filed 13 reports anonymously. APK also said that six whistleblowers requested legal protection during this period.
In the public sector, 150 institutions reported to APK, recording a total of 64 internal whistleblowing cases. The Kosovo Energy Corporation recorded the highest number, with 14 cases, followed by the Kosovo Correctional Service with 12 and Trepça JSC with 10 cases.
The report also covered the implementation of whistleblowing mechanisms in the private sector. By February 9, 2026, the Agency had contacted 683 private entities. Of these, 411 had appointed an official responsible for whistleblowing reports, while 250 had reported that the system was operational. During the reporting period, 18 internal whistleblowing cases were recorded at private entities.
