On 13.08.2026, at 08:06, several MPs from the Democratic Party of Kosovo gathered outside the entrance to the Kosovo Government building, where the party had announced it would hold a press conference.

Among the MPs present was Artan Behrami. He posted a photograph from the scene on Facebook and called for the constitutive session of the Kosovo Assembly to be convened that day.
“Good morning! Convene the session and constitute the Assembly!” Behrami wrote in his post.
According to the PDK’s announcement, the press conference was scheduled to take place shortly after 07:30.
Also on 13.08.2026, at 08:06, the Democratic Party of Kosovo announced that several of its MPs were outside the Government building awaiting caretaker Prime Minister Albin Kurti.
In a statement posted on Facebook, the party said its presence outside the Government building was part of the political actions it was taking in response to recent institutional developments. The PDK said these activities would continue.
“Republic – Constitution! Today we are outside the Government building, alongside the other actions we are taking. We will not stop until constitutional order is restored and the Republic prevails!” the PDK’s announcement said.
The party was also expected to hold a press conference at which it would provide further details about its actions.
In an update at 08:41, it was reported that the PDK MPs remained at the entrance to the Government building. They demanded that the constitutive session of the Assembly be convened and held that same day. The MPs said they would continue their actions and, as they had done the previous day, would also be present at the Kosovo Assembly.
PDK MP Vlora Çitaku told the media that the protest was not intended to organize any kind of coup. According to her, the action was aimed at restoring the constitutional functioning of the institutions and re-establishing the rule of law, the Constitution and democracy in the country.
Çitaku called on caretaker Prime Minister Albin Kurti to appear before the Assembly and work toward constituting it, as well as forming new institutions.
She accused Kurti of continuing to remain in the Government building without being subject to parliamentary oversight, describing the situation as a usurpation of the institutions. According to Çitaku, the offices had been usurped by an MP, and the PDK MPs had just as much right as he did to be there.
Speaking about the action outside the Government building, Çitaku stressed that the PDK MPs did not intend to seize the institutions by force. She called on Kurti to go to the Assembly, saying that he had the majority and should change the Government so that the processes could move forward.
The MP also raised questions about decisions that she said had been made by the Government without parliamentary oversight. She asked who was making decisions in the Government building and under what mandate they were acting.
Çitaku said the MPs would remain outside the building until the person who, as she put it, calls himself prime minister arrived. At the same time, she announced that further political steps would be taken.
According to her, the PDK would return to the Assembly to reiterate its demand for the session to be convened. She said the party would also carry out other activities, which it would announce later, adding that the aim was to remind Kurti of his duty and that they would not stop.
PDK MP Enver Hoxhaj also criticized the political situation in Kosovo. He accused the caretaker Government of overstepping its powers and violating the Constitution.
Hoxhaj said that even after three sets of national elections, Kosovo continued to remain without fully established institutions. According to him, the Government and ministers had remained in office for an unusually long period.
Referring to Albin Kurti, Hoxhaj said he was not the prime minister but an occupying and usurping MP who had usurped the Prime Minister’s Office.
Hoxhaj also cited his own experience as a minister. He stressed that after being certified as an MP, he had stepped down from his ministerial post and continued to exercise only his mandate as a member of the Assembly.
