Today, the next court hearing will be held at the Administrative Court regarding Mayor Veliaj’s lawsuit against SPAK prosecutor Olsi Dado. The last hearing was postponed to give the parties time to review the request of the “National Association of Media and Justice,” which is seeking to be included in the trial.
It is asking the Administrative Court to declare invalid the decree by which Dado was appointed prosecutor in 2008. Representatives of the association have stated that the case is of public interest and is linked to the integrity of the justice system, which is one of the main objectives of the association’s activity.

Tirana Mayor Erion Veliaj filed a lawsuit on January 23, 2026, with the Tirana Administrative Court of First Instance against the institution of the President of the Republic of Albania for the 2007-2012 period and Special Prosecutor Olsi Dado. In this filing, Veliaj requested a finding of the absolute invalidity of the decree appointing the latter as a prosecutor from the notary position he held in 2008.
According to the lawsuit, the prosecutor’s appointment was carried out in blatant violation of the law, because at the time the decree was issued he did not meet the mandatory legal criteria to perform the function of prosecutor without having completed the respective School of Magistrates. The mayor also requests that the High Prosecutorial Council be compelled to make a decision on the immediate termination of magistrate status and the unlawful exercise of the duties of the prosecutor in question.
The lawsuit emphasizes that all criminal actions taken against Veliaj are based on an appointment act that was ‘nul ab initio,’ causing serious consequences for the Municipality of Tirana, the Republic of Albania, the constitutional order, institutions, the family, and the individual.
