North Macedonia does not plan, at least for now, to replace toll booths with vignettes. Instead, it is considering a shift to electronic payments and a scheme under which the fee would be determined by the distance traveled on the motorway.
Transport Minister Aleksandar Nikolloski said analyses conducted show that more than 70 percent of vehicles registered in the country do not leave their respective municipality. According to him, motorways and expressways are used by only around 30 percent of them.

For this reason, Nikolloski considers a general vignette an unnecessary cost for vehicle owners who rarely use these routes.
Transit traffic is also under discussion. The data presented show that approximately 4.5 million vehicles pass through Corridor 10 every year, while a significant share of toll-booth revenue comes from foreign travelers.
In 2025 alone, revenue from road tolls reached approximately €67.6 million.
However, a vignette system does not necessarily mean that every vehicle must purchase one. In some European countries, only drivers who use the respective road network purchase a vignette, and they can also choose its period of validity. For this reason, it is still being assessed whether such a model would be more beneficial for the state and regular users.
The Public Enterprise for State Roads is working on an analysis of a closed electronic system in which payment would be determined by the number of kilometers traveled. This concept is being considered for Corridor 8, while the use of M-TAG devices and electronic payments is also expanding.
If this model is implemented, drivers traveling longer distances will pay higher fees, while those using only short sections will have lower charges.
It has not yet been decided whether the system will include subscriptions or discounts for citizens who travel to work every day.
