PDK, LDK and the Alliance have opposed the second review of the draft law amending and supplementing the Law on Budget Allocations for Kosovo’s 2026 Budget.
During today’s parliamentary session, opposition representatives claimed the revision was being made to cover expenses amounting to 122 million euros. They said these expenses were linked to the government’s decision to pay a 13th-month salary in March this year.

PDK MP Mërgim Lushtaku said the proposal brings no substantive changes to address the needs of Kosovo’s municipalities and other budget organizations that have been unable to invest in projects, KosovaPress reports.
LDK MP Avdullah Hoti also opposed the draft law. He described the government’s decision as illegal and claimed the law was being amended to cover 122 million euros in expenses incurred, according to him, since the first month of this year. Hoti said the law had been violated and that the draft law had problems with both its procedure and content.
Alliance MP Teuta Haxhiu raised concerns about the consequences the revision has had, in her view, for the finances of Kosovo’s municipalities. She said the municipalities had been deprived of 10 million euros and asked where that money was going.
