The proposed amendments to the law on budget appropriations for 2026 include funding for the 13th salary, retroactive compensation for work experience, and coverage of basic pension costs.
The Ministry of Finance is expected to receive an additional €102 million under the “Wages and allowances” category. According to the draft law, this amount will be used to pay the 13th salary and provide retroactive compensation for work experience, based on Constitutional Court judgment KO79/23.

The draft law also provides for an additional allocation of €20 million to the Ministry of Labour, Family and the Values of the Liberation War. The funds will be managed through the Pensions Department and will be used to cover the cost of basic pensions.
At the same time, the government will be authorized to request the distribution of dividends from public enterprises, worth up to €30 million, to finance budget needs.
The provisions of the draft law stipulate that dividend revenues must be deposited into the Treasury’s single account no later than 30 days after the law enters into force.
The government, upon the recommendation of the Minister of Finance, will also be able to approve retroactive compensation for work experience for employees paid from Kosovo’s budget, in accordance with the relevant Constitutional Court judgment.
The amendments also provide for the updating of the relevant budget tables. The law will enter into force on the day it is published in the Official Gazette of the Republic of Kosovo.
