Kosovo Assembly Speaker Albulena Haxhiu said today that the review of the Law on Specialist Chambers following its return to Parliament should be conducted in accordance with the Constitutional Court’s ruling and the Assembly’s Rules of Procedure.
In her interpretation, the president’s return of the law constitutes a veto, on which MPs must vote either for or against. Meanwhile, the Democratic Party of Kosovo’s (PDK) request for the law to be returned for a third reading should be handled in line with parliamentary procedures.

Haxhiu said that, in her reading, no specific issue had been identified and that the matter concerned the Assembly’s statement and the PDK’s request to return the law for a third reading. She recalled that the Constitutional Court’s ruling and the Assembly’s Rules of Procedure define this as a presidential veto, meaning the Assembly must decide by vote whether to support or reject it. Haxhiu added that the decision concerns whether or not the law will be amended, while the relevant issues should be reviewed by the Committee on Legislation, with which the PDK has been in communication.
In addition to the discussion about the law, Haxhiu stressed the need to continue work on the strategy for the Appeal, calling for thorough preparation and focus on the process.
